We’ve tried reopening. Cases came surging back. We should instead:

• Provide full jobless benefits and rent relief (stop bailing out investors).
• Send only essential workers to the job. Require everyone else to shelter in place.
• Enforce a mandatory mask policy when outside in public.
• Provide free testing, with next-day results.
• Fund universal contact tracing.
